The Ministry of Higher Education, Scientific Research and Innovation (French: Ministère de l'Enseignement supérieur, de la Recherche scientifique et de l'Innovation) is the Moroccan government body responsible for the strategic oversight of the national academic ecosystem. It regulates public and private universities and coordinates national policies for scientific advancement.[1]

Strategy: PACTE ESRI 2030

The ministry's current roadmap is guided by the PACTE ESRI 2030 (National Plan for Accelerating the Transformation of the Higher Education, Scientific Research, and Innovation Ecosystem). This strategic framework aims to modernize the Moroccan university model by enhancing academic excellence and digital transformation.[2] Key pillars of the plan include:

  • Academic Transformation: Aligning university programs with the requirements of the national economy.
  • Scientific Excellence: Boosting research output through the CNRST.
  • Governance: Improving the administrative efficiency of higher education institutions.[3]

Leadership

Since October 2024, the ministry has been led by Azzedine El Midaoui, who previously served as the president of Ibn Tofail University in Kenitra. He succeeded Abdellatif Miraoui with a mandate to accelerate the implementation of the 2030 transformation pact.[1]
